Alright, this is all based on what I've heard from TGI Staff, but my question/suggestion is why are you implementing a 10-level system when every 10 levels, someone can gain a alrge advantage over another via spirit empowerments?
I honestly think the bracket system should be 10-19, 20-29, 30-39, 40-49, and 50(-59?), etc. etc.
Now, as I said, this is just based on what Kojo said about it being 10-20, 21-30, 31-40, 41-50. I just feel that people at the top of the bracket get an even larger advantage, not from just more skills and skill points, but the ability to have every every piece of gear upgraded 1 tier higher, which can make a rather signifigant difference which could easily be avoided with a 9-level bracket system.
EDIT: Argue with myself: The only downside is less people to play at the 50-bracket, but honestly, more and more people are hitting 50 every day, it isn't going to be as empty as one thinks. I guess you guys probably have all the real numbers. And in the long run, this would be more competetive.
Yeah, I gotta agree, with equipment tier upgrades at 10, 20, 30... the brackets should end at 9's with 50's by themselves. Making 40's battle 50's is evil and bad imo, 50's should only battle 50's.
I don't like the idea of enforced brackets at all.
If there are going to be enforced brackets then Shaden's suggestion makes sense for the simple fact that EQ upgrades will play a large part in PvP.
When you have bracketed level limits like has been suggested, all that happens is people over-analyse the classes, EQ, and skills to the point that you enter a bracketed game and find you're playing with and against 9 other individuals with the same class, same character, same gear, and same skills. This will always happen anyway but is more pronounced when you are forced into the same level bracket.
You also risk alienating the poor old Level 50's, as a subset ot total characters the 50's will always be significantly lower, therefore you're stuck PvPing the same players all the time or stuck finding a game where others want to wheel out their 50's.
Personally I would like to see enforced level brackets optional in PvP. Another option if we are looking at enforced level limits is to have limits based on Team Total Levels.
eg. TTL : 100, each team can have upto 5 players totalling 100 levels between them.
I understand this would allow a Level 50 to play against and/or with a Level 10 but my recollection of CB1 PvP was that level was not the deciding factor. We had a great time weeny swarming higher level characters, 5 weenies v 2 not so weenies was not a clear cut win, the weenies would win as often as not.

CB1 we had a totally different set of skills; this version, a lv50 will easily dominate a team of lv10's.
Uh... I guess my suggestion would be brackets for rated PvP and unbracketed for unrated PvP. Rated would count towards any statistics, achievments, and ladders that PS will implement. Unrated will be for fun and won't count towards ANYTHING at all. It'll be as if you never had the match.
That's the best way I could think of to implement it, and it's been done successfully in the past by many games.
